At a press conference last Friday, the government announced that the Council of Ministers for the Kingdom (Rijksministerraad) has approved the plans, and to fund the scheme the Netherlands will provide a loan to Aruba. That initial loan will cover the month of May only; however, further loans are expected which will extend the scheme to June and July.<\/p>\n<p> As things stand, the salary subsidies will be subject to the condition that the employer must experience a drop in its turnover for May 2020 by at least 25% relative to May 2019. Also, the employer must be registered with the Social Security Bank (SVB), must be compliant with its tax payment obligations, and may not have terminated any employment contracts after March 15.<\/p>\n<p> The salary subsidy will not cover the employer\u2019s full costs, only part of each employee\u2019s salary (and no portion beyond the SVB-maximum of AWG 5,850), whereas employees are encouraged to agree to a reduction of working hours and salary. In principle, this may result in the following division: 60% covered by salary subsidies, 20% covered by employees and 20% covered by employers. Further details and numerical examples will be announced later.<\/p>\n<p> Employers that applied a \u201cno work, no pay\u201d arrangement in April, with their employees drawing allowances from the temporary emergency fund (\u201cFASE\u201d), may restart paying salaries in May, and so apply for emergency salary subsidies.<\/p>\n<p> The SVB will be responsible for implementing the scheme for emergency salary subsidies. In its press conference last Friday, the government explained that this week the SVB will contact companies that are eligible for the scheme, sending out an email explaining how to apply. That information will be available also in the online portal \u201cMiSVb\u201d on the SVB\u2019s website (www.svbaruba.org). The SVB has since published a news item on its website, advising employers to verify their email address in the online portal to make sure that they receive the information.<\/p>\n<p> Please note that the government\u2019s press conference and the SVB\u2019s news item do not provide full details of the scheme. We will keep you informed as more details become available.
